20 Were the tools for marking cargo?

The tools found in the unclaimed suitcase were originally thought to have been the type a ship’s Third Officer might use to cut stencils and mark-up cargo.

 Above is an example of what a shipload of cargo looks like prior to loading (circa 1945)

It would appear that the tools found in the Somerton Man’s suitcase may not have been up to the job.
